Patriot Supply Chain: Zelensky Reports 30-Day Pentagon Approval Gap

Ukraine President Volodymyr Zelensky stated on Monday that the United States has not authorized the transfer of critical air defense missiles, leaving Kyiv without hardware as Russian attacks on energy and civilian infrastructure accelerate.

Zelensky wrote on X that Ukraine has waited nearly a month for Defense Secretary Pete Hegseth to sign off on missiles for Patriot and NASAMS systems. He instructed his team to raise the issue with American counterparts again. The delay concerns interceptors purchased by NATO allies under the PURL program, which the US supplies directly to Kyiv.

State Secretary Marco Rubio acknowledged last week that a batch of interceptors may not have arrived. He stated the delay was not for political reasons. Zelensky has repeatedly urged Washington to speed up deliveries ahead of the winter season.

The approval gap adds to friction between the two governments following President Donald Trump's announcement of a diesel deal with Russia. Trump also criticized Zelensky for Ukraine's refusal to cease attacks on Russian refineries.

Ukraine reported additional operational constraints in recent weeks. The country experienced gaps in US intelligence sharing regarding Russian missile attacks. It also reported that the military version of Starlink, known as Starshield, was throttled for days. Reuters reported that the order to limit Starshield came from inside the White House. SpaceX CEO Elon Musk and US officials have publicly disagreed on who made the decision to impose those limitations.
