Only twice in 90 years has a sitting president’s party held or gained seats in a midterm cycle, and House Speaker Mike Johnson acknowledged on Tuesday that history is set to repeat itself. The Louisiana Republican, who has served two terms as the top House leader, will step aside from the position in the new Congress following a decisive defeat for his party.

Johnson assumed the speakership after California Representative Kevin McCarthy was ousted in 2023. His tenure was defined by a razor-thin majority that required constant negotiation to maintain party unity. During this period, he worked closely with the Trump administration while managing the internal friction of a divided conference. The narrow margin meant that a single defection could jeopardize the legislative agenda, a dynamic that characterized his time in office.

The current election results mark a sharp departure from the status quo. The Democratic performance exceeded many expectations in Washington, flipping seats in traditionally red states that the president had won in prior cycles. This shift in the balance of power will fundamentally change the operational dynamics of the chamber for the next two years.

Republicans are scheduled to hold their leadership elections on November 10, which will formalize the transition of their minority leader. Johnson’s decision removes him from the race for the top minority position, opening the door for a new leadership structure within the GOP caucus.

The presumptive next House Speaker is Representative Hakeem Jeffries of New York. His election would mark a historic first, as he would become the first Black lawmaker to hold the speakership. Unlike Johnson’s precarious majority, Jeffries is expected to command a comfortable margin. This numerical advantage suggests he will face fewer obstacles in passing his priorities, even if a small number of lawmakers from the Democratic Socialist wing or other factions defect.

In remarks delivered Tuesday night, Johnson reflected on the difficulty of overcoming midterm trends. He noted that sustaining a majority required defying more than a century of historical patterns. The final tally confirms that the historical norm prevailed, ending the Republican hold on the House majority that had persisted since the 2022 elections.
